Agirre Center was created in 2013, after the publication of “The Basque Case: a comprehensive model of sustainable human development”. This was the doctoral thesis of the former Basque President Juan Jose Ibarretxe, who analyzed in depth the Basque experience of social and economic transformation.


This thesis describes the serious economic crisis that the Basque country was undergoing at the end of the 1970s, with high unemployment rates and an international image that directly related to terrorist violence. However, through self-government, public-private partnership, institutional development and the creation of clusters, among others, and having the Basque culture as a differential element, the Basque Country has managed to reach high places in international rankings in healthcare, education and income per capita. Besides, it has an increasingly attractive image that is now linked to competitiveness and sustainable human development. This is what we call the Basque experience of socioeconomic transformation.
